My Lai – A Reckoning

What can a nation learn from one of the most painful episodes in its history? Drawing on his experience as a JAG attorney during the Vietnam War, Dick Locke will reflect on the tragedy at My Lai, the investigations that followed, and the difficult questions that it raised about responsibility, accountability, and institutional learning.

Looking back after more than half a century, he will consider what was learned, what changed within the military, and what My Lai continues to teach us about the moral and human challenges of war.

Dick Locke served as legal counsel to a chain-of-command witness who was called to testify before the military committee that was investigating possible suppression or withholding of information during the original inquiry into the events at My Lai on March 16, 1968.

Dick Locke earned degrees in finance and law from Boston College before serving in the U.S. Army Judge Advocate General's Corps (JAG), with assignments in Korea and the Pentagon. After military service, he was appointed Assistant U.S. Attorney for the Northern District of California and later joined Pacific Gas & Electric, where he became principal legal counsel for its nuclear power operations.
